Li Ligong pointed out that the high-quality preparation of the tenth five-year development plan of the group company is an important measure to implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the Central Economic Work Conference, and it is also an inherent requirement for the group company to build a strategic scientific and technological force for the national network information industry and accelerate the realization of high-quality development. It is necessary to thoroughly implement the spirit of the speech made by the leading comrades of the Central Committee when they came to China Electronics, and seriously consider the overall and strategic issues concerning the current and future period of the group company. The first is to find the right mission positioning. Adhere to the overall leadership of the Party, resolutely serve the national strategy, earnestly fulfill the strategic mission entrusted by the CPC Central Committee to China Electronics, clearly define the mission orientation, further focus on the main business, highlight the responsibility of strengthening the military, and give full play to the role of scientific and technological innovation, industrial control and security support. The second is to clarify the strategic objectives. Strengthen the top-level design, adhere to the goal orientation, establish the strategic goal system of the group company, enhance the decomposability and quantification, increase the proportion of binding indicators, and strengthen closed-loop management and rigid implementation.
Li Ligong put forward specific principles for planning: First, pay attention to coordination. It is necessary to strengthen communication and reporting with higher authorities, actively integrate into the national planning system, and conduct in-depth enterprise investigation and research, so as to give play to the leading and safeguarding role of the overall planning of the group company for its affiliated enterprises and ensure that the planning is connected from top to bottom and organically. The second is to pay attention to enforceability. It is necessary to accurately judge the changes in the situation at home and abroad, comprehensively evaluate the existing resources, industrial layout, technical level and other factors of the group company, scientifically design the planning system, concise a number of policy initiatives and major projects, clarify the implementation path, strengthen the correlation with the affiliated enterprises, and ensure that the planning and design are both forward-looking and operable. The third is to pay attention to testability. Study and formulate the guarantee mechanism for planning implementation, enhance the seriousness of planning, assess the index system and time nodes in planning, strengthen regular evaluation and dynamic adjustment, and ensure the effectiveness of planning.
